According to OALD,
Especially usually means particularly, so it doesn't come first in a sentence.
eg : She loves all sports, especially swimming.
I especially likes sweet things.(Not Especially I like sweet things.)
Specially usually means for a particular purpose and is often followed by a past participle.
eg The ring was specially made for her. (Not The ring was especially made for her.)
or : a specially designed diet plan
In BrE, especially & specially are often used in the same way but specially is less formal.
Apart from the points mentioned above, I think we can base on another one that is specially refers to the manner in which something is done but especially doesn't . For example a soap specially designed for those with sensitive skins means : that soap is designed with a special manner and it is only for those with sensitive skins.
